First of all 150 gallons is big to start with. you will need a filter that can handle that, gravel or sand, plants and other things for fish to hide in. you won't need to change the water weekly. you will only change 10 percent weekly(15 gallons)and 25 percent monthly which is about 38 gallons. and the best way is with a siphon or you can buy a gravel vacuum. to finish your question how many fish depending on size and aggression of the fish. but a rule of thumb is 1-2 gallons of water per inch of fish. if your fish has a maximum size of 8 inches it would need atleast 8 gallons of water
